New mandatory first aid training rules for all Victorian security guards from October 5th

Everyone working in the security industry in Victoria should read this important article.
On 19th June, 2025, there were substantial changes made to the Private Security Act 2004.
These changes mandated that individual operator, private security licence holders, whose licences will expire ON or AFTER 5th October 2026, will have to undergo specific new training before their licence can be renewed.
Depending on which specific security activities the licence holder is applying for will determine whether they need:
First Aid Training only or
First Aid training and Refresher training.
New training requirements for all security roles
All licence holders who carry out one or more of the below security activities will need to complete the approved first aid training course (HLTAID011):
Investigator
Security adviser
Security equipment installer
Trainer
Bodyguard
Crowd controller
Security guard
So mandatory First Aid training will apply for everyone who holds an individual operator private security licence, no matter what kind of security work you do.
Additional refreshed training for selected security roles
As well as completing the mandatory First Aid Training course, any licence holder who carries out one or more of the following security activities will also need to complete an approved Victoria Police refresher training course:
Bodyguard
Crowd controller
Security guard
About the refresher training course
You can access the refresher training course via the link on the Victoria Police website: www.police.vic.gov.au/renew-your-private-security-licence
The refresher training course is hosted by the Australian Security Industry Association Limited (ASIAL). It is not hosted by Victoria Police. For help in accessing the course, please contact the help desk using the details provided on the training course website. Do not contact Victoria Police.
The licence holder must submit the course completion certificate as part of their licence renewal application.
Note: licence holders who are only endorsed for the sub-activity of ‘monitoring centre operator’ do not need to do the refresher training. But they must still do the first aid training.
Which approved First Aid training course must be undertaken?
Before renewing your licence as a private security operator, you must complete an approved First Aid Training course.
You cannot do just ‘any first aid course’. The only acceptable course is “HLTAID011 – Provide First Aid".
This is the most widely available and easily accessible course.
The new rules state that all private security operators must successfully complete this HLTAID011 course and submit your certificate as part of your licence renewal application.
If you have already successfully completed this course anytime over the past 3 years and have an existing Provide First Aid Certificate, then you can submit that as part of your renewal application.
How security personnel can get the First Aid training they need

A. Victorian-based security personnel now need to do mandatory First Aid training due to a change in Private Security and County Court Amendment Act (2024). These changes are effective from 19 June 2025.
Q., What is the deadline for security personnel to comply with the new mandatory First Aid Training rules?
A. Anyone wishing to renew their private security licence on or after 5th October 2026 will be required to show that they hold a current First Aid certificate. Some specific roles in the security industry will also require the licence applicant to have undergone an approved Victorian Police refresher training course.
Q. Is there a specific first aid course security personnel must complete or can they do any first aid training?
A. No. There is a specific course that must be undertaken and completed by the applicant before they will be granted their private security licence. This course is “HLTAID011 – Provide First Aid". Of course if the applicant already has an existing certificate from having completed this course then that will be valid.
Q. How long is the First Aid Certificate valid for?
A. HLTAID011 First Aid Certificates are valid for 3 years from the date of issue. After that, they will need to be renewed by completing the course again.
Q. What additional training is required for security personnel after October 5th 2026?
A. Some specific roles such as Bodyguards, Crowd Controllers and Security Guards will also be required to undertake a specific refresher course that is approved by Victoria Police.
